Make the code compatible with Ascend-20.1 and Ascend-20.2
Add cmake option
WITH_ASCEND_CXX11, default is OFF, which means not use CXX11_ABI.For Ascend-20.2,
WITH_ASCEND_CXX11can be ON or OFF.For Ascend-20.1,
WITH_ASCEND_CXX11should be OFF.Change protobuf to version 3.8, which is needed by Ascend-20.1.
Handle the differences between APIs in Ascend-20.1 and Ascend-20.2
